That is correct to say it that way but a bit misleading if you let it.
They can discriminate based on other factors.
And there are more than most would think of to be discriminated.
ie
Spoof sites have always had their ranking pulled. Well maybe not always but for more than the last 10 years.
When I say spoof, I mean sites made to look like some other commercial site.
This kinda stuff does not go on much anymore and just because they took the benefits away with search.
ie
you are a registered user with a profile and we know your likes and dislikes and can discriminate accordingly. (and you gave your permission to do so (perhaps unknowingly))
There are many other examples. But i think it is explained better.
But search is to find what you are looking for. And that can be a matter of opinion.
So let's not start imposing others opinions in search.
