Center mass is large, steady and best target to neutralize a threat. Any other target is a risky waste of time.
for some reason though in pretty much any other civilized country the police is not shooting people all the time, even when attacked. Why is that?

And could it have something to do with police training taking years in other countries opposed to a couple weeks?

and maybe the attitude?
