Here we have what is called toll-by-plate. Meaning they take a pic of your plate and you get the bill sent to you in the mail.
Normally, if you have any unpaid tolls, you will know when you go to the DMV to renew your license because you cannot renew until you paid them all. However, you would have received notices in the mail every month before hand and unless you want to extend your time at the DMV and wait in line twice, you will pay them before you go.
So, you cannot just drive around on the toll roads without paying for them. You cannot "try to get out of paying tolls. thinking you magically escaped them unless a bill comes"
There are at least 5 or 6 toll companies that I know of in my state. Normally, I use 2 most often and some are linked where you can use the same transponder on either.
My transponder did not pick up this toll because the toll company was not connected to the company I had the transponder with. So then kicks in toll-by-plate. They must send you a bill at this point. I never got any bill.
So what I am saying here is, that toll company is in cahoots with the local government to fuck people over and generate revenue by not notifying people that might easily forget they drove over a toll bridge, because most suspect they will get a bill because that is how all the other major toll companies work.
