This is not against free speech, you can freely express your views as long as you use your own content. It's really simple as that.

Agreed.
This and the the other measure voted on in the EU recently could be a boon for those who don't run user-submitted content sites.
There's definitely issues that need to be worked out, but unlike SOPA (yes, I know it was for USA, no EU), this may be something that actually can lead to good things. I'm sitting on the sidelines and seeing how this will all play out.
