well yes if the US sends its trained terrorists USIS/ISIS/alquaeda to a region then it is not really safe for anybody, muslims included...so your observation "it is not safe during artificially created unrests" stands true...
all shit hole towns are safe in the muslim world except in the countries where US foreign policy has active terror efforts...the more butt fuck the place the nicer the people are...
