When it comes to email delivery I use many services, mainly Amazon SES (Simple Email Service). It is an api that you can use to send bulk emails.
For actual email templates I host images using Amazon S3 which is a cloud storage service, I then create my email design using html and css. Its important to note that email clients do not support all of html and css features so you have to stick with pretty strict guidelines.
When it comes to email lists I use emails that I collected through the years of using funnel and offer websites I created. I have a bit over 5 million emails form that. Remember though just because some one gives you their email does not mean you should email them, you have to make sure you verify the email before emailing to avoid dinging your email reputation with bounces.
Finally yes technically you do not need your own website to do email marketing. For example if you are promoting affiliate links or offers then you do not need your own website because you will be marketing other websites/offers.
