Imho it's intentional and pushing some agenda. If it was just a couple of shows one could say it was the writers personal beliefs seeping through into their work but it's just too many shows that are doing this. My wife is watching some spanish series on netflix right now about a bunch of gay guys. The fact that they are gay does not actually seem to advance the plot in any way, but hey - it's there anyways.
You are right though - race relations were better 10-15 years ago before they started doing this shit.
