Lease. They don't turn over the contact list to someone, but instead they have a middle man where one group sends over the creatives, and the middle man either emails or calls or puts up ads on Facebook.
Especially to other political orgs of similar stripe, and candidates. If you're on one list, you'll wind up on 100.
