The suspect's arm was on the door and then he extended it back and towards the gun. I would speculate that the shooter believed the suspect was reaching for the gun.

At gunpoint he put his hands on an unarmed man walking away from him.
At gunpoint he tried pulling him back into the store.
That's false imprisonment and assault.
He shot the unarmed man when he wouldn't come back into the store with his other hand trying to force the unarmed man back in, at gunpoint.
