when one country invades another, civilians are force drafted...most 3rd world countries do not have professional paid armies like the USA...military service training may be mandatory in some 3rd world countries but this is only training...the moment an invasion happens you can join the armed men in the green truck or get shot...and if you join to not get shot the invaders will call you an "insurgent"...
so your weapons always target civilians...always...
