Yes - unfortunately when you transfer money and it is rejected / returned to your account, the amount you ( tried ) to transfer still adds to you daily withdrawal limit, even though transfer didn't go ahead. You need to wait 24 hours after to try again.
I have emailed Ruth and assume you have done the same.
