We suggest that you make sure you're not using a VPN/Proxy when attempting to make this transfer and try again in a few hours time.
If the transaction is still not successful you need to try a different card, making sure that it's a Debit or a Credit card (not a prepaid one) and that the bank accepts funding on that card from anywhere around the world.
If you don't have any other cards to which you can withdraw the funds you need to use a different method, such as the WIRE withdrawal and withdraw the funds directly to your bank account.
