Exactly same issue you guys described but in EU Banca Intesa Italia. Bank said they cannot decline this type of transactions if Paxum has already had initiated it on their side.

Since problems in April with Paxum card I have already used withdrawal on external card like 5-6 times. It worked but I have had similar issue in July like now in October. So it worked then problem in July then worked again then again problem now. We are talking about same external card same bank, same conditions.

And of course same bullshit answers in Paxum tickets, don't use VPN try again, ask your bank, blah, blah, blah. I asked bank already they are serious company they said that only Visa can decline transaction once Paxum initiates it as Visa is in between. But if Visa declines transaction that must be serious reason behind it.

I paid for card renewal in March ($45) this year and have never had a chance to use it as we all know what happened in April. After printing new temporary card for so long (month+) they stated my new temporary card shipped on May 10th. It is now October, still not received it. So this is ticket answered from Paxum 12732635432843 (like they are zillion workers there)

Really? It all was their mistake not mine. Not going to paid them a dime, I already gave up of card. Will try wire as last resort. But not sure for how long it will all last, because Paxum getting more and more shady lately.
