^^ This is the essence of the issue. Robbie made a good point about the amendment being intended for children of freed slaves, not people here illegally.
The question about jurisdiction is: Should this apply to anyone born here, even if it's to an illegal alien who still has "allegiance" to some other country? If they are citizens of some other country / jurisdiction, here illegally, then it can be argued that they don't qualify to have their kids be automatic citizens.
