You are absolutely correct.
Whenever a nation tests such a thing and make it public, it is a statement. 'we have this'
It is up to others to ponder it's true full capabilities.
Sometimes this stuff is somewhat fake or not capable more than demonstrated. Meant to cause others to spend more in some area to counter it.
You can not always afford to be right in your assessment. But can you afford to be wrong ?
They are tit for tat plays in a long game.
More often used in some future negotiation regulating their use, location or number.
Measures and countermeasures that in the end, nobody really can or wants to know how they will really play out.
Sad to say that Mutual Assured Destruction has kept the peace.
All power must be kept in check in some form or the people for which the power serves suffer. When someone at least thinks they have a advantage, they are soon to try to make use of it.
And it's easy to look around the globe to see just that.
People bleed not nations or corporations.
I would rather see all people enjoy life from the lack of any advantage.
