I would imagine this would be common in the business world - they pay money to make problems go away. Even when it includes sexual harassment.
The problem is when they have an employee in place and they have to settle constant sexual harassment lawsuits "quietly". If you have a bad employee you make them go away, even if it costs you money to settle a lawsuit. However, if a company protects an employee over a period of time and settles suit after suit.... That's a huge problem.
