Been using
https://strongvpn.com/ as my full time VPN for years, you can get a static IP OpenVPN account.
Edit- looks like they don't offer it anymore from their homepage.
I have 2 DeluxeOpen and 1 AlaCarteOpen packages with them, but they don't seem to offer it to new clients anymore
