A simpler system makes it harder for the rich to game the system. Hence one hasn't and won't be implemented. One rate like 17-20% is asking to much of the rich.
The elitists' puppets will be here saying
1% of 100 million is 1 million in taxes which is more than the working guy who is taxed 15-22% of 50k in taxes. So the rich pay more in taxes
