Bassicly when they do this, it's because they want out of that market or have too many people insured all at the same risk so they want to lesson their exposure by jacking rates on who ever they can.

ins is a pretty crafty lot. I had read that in prewar germany the ins companies were complaining about all the deaths they had to pay out on the jews they forced the government to relocate the camps outside germany. that way the ins companies could void the policy due to immigration that was at about the same time that fanta was created by coke to keep selling coke to the nazies.
