As for how Bob knew when UFOs were scheduled to be tested at Area 51... being the Area 51 janitor, perhaps he knew that every night at, say 10pm, they'd fly a drone with a FLIR camera to check for trespassers hiding under the cover of darkness. Let's say it also had a visible light, so the person remote-operating it from the ground could see where it is in the pitch-black sky. It was probably an expensive piece of equipment for the day, to have it rammed into the side of a hanger and destroyed. The light would have been necessary.
Well, from 10 miles away, the only thing anyone's going to see of this drone at night, even with powerful telescopes, is a curious light buzzing around the facility. Bob may have thought to himself, "Hmm, I can use that to back up my story. They'll be none the wiser."
Its also quite possible George Knapp knew Bob's story was utter BS from the very beginning. But at the same time, gambled that it was a story he could profit from. So he feigned genuine interest.
