It's a combination of many factors, it's too expensive to produce legal pot in CA, too many folks can grow up to 6 plants per person in the backyard, all the illegal groups sell at a much lower $$$, and then there's the regulations and inspections to fuck with.

Colorado has a similar legal setup to CA, and they seem to be prospering in terms of shops and income off of taxes, of course it's much harder to grow weed in Colorado than it is in CA for the personal folks and the outlaw groups
