at least slavic countries have the excuse of 40 years of communist rule - after the devastation of their countries and people through the Nazis.
That's 50 years of individualism, free thinking and entrepreneurship being basically outlawed. And many of those who did not want to comply being killed.
So what happens when you eradicate 2-3 generations of the smartest people?
Czechoslovakia for example was a leading industry nation in the early 1900 - then the Germans killed them and the Russians enslaved them.
Considering all that, we're not doing too bad over here
