a) real estate market is often like futures market - it discounts future prices now... basically meaning - overpriced reality cause big fishes that know/expect that these "should" be prices 10-20 years from now and so on
b) people have to live somewhere, so they rent...
c) salaries in countries like Russia or Ukr are one thing, but there is also huge black/ grey market, just as big as normal economy
d) few millions of Ukrainians alraedy voted with their legs and their left Ukraine. they just don want to spend their entire salary for apartment rent
e) 40 k for shitty 2 room apartment - well not sure from where u get these prices but...->> they are probably from big cities like Kiev, Odessa and so on. Big cities in any country have the most jobs, possibilities and so on. Now, try to find that 40 k apartment in cities in USA like Boston, New York, Washington, L.A...
f) u will have no issues with locals if you like to travel in time backwards like 20-30 years ago. This is where Ukraine is now, in 2019. Thats one thing. There are also the other things - they have Internet access better and fastes than in USA, same with 4 G and mobile, and few other things, that you wont find in "developed" countries but are here.
Plus, they rather have no issues with foreigners here, not sure why would have you...
