It's the same reason that the Democrats don't do anything when they have all 3 branches.

ALL of these politicians are in it for themselves.
The only reason that Trump got anything done with Republicans in control was public pressure...they were afraid of getting voted out.

But not afraid enough.
Every poll or Republican voters indicated great anger at Republicans in the House for not doing what they promised to do in the 2016 election and abandoning Trump's agenda.

Trump even warned them before the 2018 election that they were going to lose the House if they didn't do the "wall".
