Not corporations. It's far to easy for the big boys to register in a tax haven and run a business in the US. That only hurts the small guys. Getting rid of the loopholes is a good way of raising more. But in the end it must fall onto the citizens of a country to pay for the running costs of that country.

Adding people to the work force reduces wages, therefore reducing taxes and adding to the numbers of unemployed relying on the tax payers for welfare.
This is why you have to pay more of the costs to get what you want.
