Then one idiot gives the other idiot a simple answer to highly complicated questions and these people think they have more answers than others.
At a certain point, this assumption of knowing everything runs in arrogance, and even if that person should realize that everything he knows is wrong or incomplete, there is no way back, because that way would lead back until the cradle.

So I don't see this as an "effect" but as an incurable and highly contagious disease because people are too easily willing to take on ready-made answers - because it is almost impossible to ever guess that they are wrong and because too many other idiots claim the same thing.
I fundamentally believe that most people are about the same average intelligence. I define intelligence as the capacity to learn new things. Yes there are outliers (mental handicaps and savant geniuses), but the Bell curve remains the same in regards to intelligence.

Where we all differ is the tools we have at our disposal to learn more and develop. People from poorer or religious parts of the country don't have access to the same amount of knowledge or tools to learn and grow as their counterparts.

Add to that the completely different political bubbles people are raised in. Let's be honest. Those that have only Fox news or similar media outlets in their area exist in a completely different universe than the rest of the planet. That's not an opinion, that is fact. I understand why each party thinks the other party is compromised of weird thinking aliens. Their ideologies and upbringing are confusing to foreign and confusing to each other. This breeds fear.

So, take a lack of tools to understand whats going on and a complete lack of exposure to certain information and you have a recipe for an extreme right wing (or left wing) person.

So here comes this person, armed with inadequate educational tools and a one sided view of the world and they think they understand everything that is going around them. The truth is they simply don't have the skills to comprehend the bigger picture.

This doesn't make them any less intelligent than anyone else. Anyone can keep learning if they keep a 100% objective and open mind towards the subject.

Unfortunately, poor performers—and we are all poor performers at some things—fail to see the flaws in their thinking or the answers they lack. When we think we are at our best is sometimes when we are at our objective worst.
