There's a very simple guide line to go by. Not 100% but pretty good for people to observe.
Those who come into a country legally have to pass that countries criteria, those who enter a country illegally don't and probably can't.
So the ones coming in illegally are by definition the worse kind, unable to get into the country legally. They will be the least skilled, criminals, dependants, etc.
The Left and Liberals tell you they should be counted all as one,they should be allowed in, not sent home if they have a baby in the new country. But consider the costs of one child.

In some States it's much higher.
Then add the cost of educating that child.

So how does one family of three, two parents and one child, pay enough taxes to cover just the costs of birth and education? This is assuming the illegal worker isn't taking a job from the Citizen. And they stop having children at one.

Do you see how they use clever tactics there to lump legal and illegal? They admit that illegal workers are cheaper, driving down salaries and pushing welfare up.
