It's not what Robbie said or what Right wing talking heads are pushing.
It clearly says "update" or replace. That basic common sense. Yet you guys have to try to spin it in to "tear down "all" old buildings".
It just shows how far out of reach you people are.
If you have an old apartment building with old 1930s wiring you couldn't rent it out. It would be illegal. You would have to "upgrade m" the wiring to bring it up to code.
Its basic common sense what it meant in that wording but you guys are far too dense to understand it seems...
