We already do "upgrading and replacing" buildings for various other reasons.. Think asbestos removal.. Lead paint removial.. iron pipe replacement, old cloth electrical wire replacement..
Nothing here is new as old technology is replaced with better or safer stuff building codes are updated. This is very standard stuff..
