Mueller is a republican too.
And he doesn't like to talk. Trump could have done the worse things ever, the only thing Mueller is required to do about it is submit a confidential report to the justice department. William Barr (another republican) is likely to never release the document.
Probably won't go down like that, but that's all that's legally required.
