China has launched many unmanned probes. Some in just the last year or two.
Russia has had some there for decades that may sill be active. I used some of my ham radio equipment back in the 80's and identified one still active.

Currently, we (US) have a orbiting satellite that has mapped the entire surface and is the probe that discovered what they think is water on it's southern pole. (pentagon probe)

We have the tech, just not the will to spend the money and do it.
And then you have this thing called MISSION...
What would the mission be.
Not many want to spend the massive amount of money to send MEN tot he moon when you can do and test 50x more with unmanned probes and that data will eventually help make it cheaper to send men to the moon once again and likely set-up a permanent base.

But what will fund that is commercial enterprise that finds value mining the moon and those probes will tell us the what and where stuff of value is.

It is very hard to guess what we will really find there and I suspect we will answer some of our own origins.
In all cultures around the globe, ancient tales tell of "a time before the moon" and there are 2 reasonable explanations for that being the truth more than 8k years ago.
