No. That's not how it works. We don't create fake emergencies to keep campaign promises. Ever.
Of course I understand the downside. If the promises are too far fetched then he won't get elected.

The emergency has been created by the Democrats wanting to stop Trump by all means. Much like the Republicans wanting to stop Obama by all means. Confrontational politics no longer works when confrontation is the go to point on all points.
