There won't be a third offer, they will condemn the land needed and the landowner will not receive compensation. Fighting it is useless and a waste of money.
My family owned a lot of land when I was younger (in Texas!) and the state twice used eminent domain to widen roadways, and both times my parents just took the first offer and smiled about it, because when the state widened the roadway they also put in curbs, concrete driveways for everyone, and zoned the property as commercial which increased it's value. They only took 30ft of frontage each time (was on 2 seperate properties).
Don't be so quick to think that every landowner is not going to be supportive about it.

So they will use Eminent Domain on a thousand property owners? That will be tied up in court for years.
