I can see this working. Do the math.If someone from Hungary has one kid, they collect taxes from the mother and father and eventually the child - three people. However, if the mother and father produce four kids.... Even if Hungary doesn't collect taxes from the mother and father.... Hungary collects taxes from four people.
Smart if you think about it.
It's same thing like the houses they sell for $1 in Italy. A city in Italy pays $50k or $100k for a house, and then collects taxes from you for the next ten to sixty years depending on how long you live and how long you live there.
