Well a normal generation might be 25 years but these people have kids when they're 16, and their offspring follow suit and then their grandkids are 16 having kids...etc.
I have a grandmother I rent to that's been on one form of government assistance for 40 years, her kids are all on it and she just called me because her granddaughter needs place (section8). So yeah, there are 3 generations of them abusing the system.
