Regular users download standard Chrome.
This is what I think has happened with this latest release.
1. Google has properly implemented pop blocking, as it failed to deliver on previous promises to do so in earlier releases.
2. Google is moving quickly to enforce Better Ads standards

3. Safari follows soon, there's no timeline for Firefox. Microsoft will lock step with Google in the next major browser update.
If you relied on intrusive ads, popups, popunders, interstitials or anything else that doesn't comply with Better Ads then times are going to get tough.
I will be interested to see how many of the grubbier/spammy sites disappear over the next 12 months.
