When you have a treasury that fucked up and ass backwards it's a sign that the very core structure of the state is defective.

I did a short stint in mortgage banking after college and saw this kind of thing a bit. I'm guessing you have a fairly common name, one where there might be a couple people with the same name in the same town? When they don't know which of the Mike Jones or whatever is the actual debtor, they'll put a lien on all of them. It's lazy as it puts the burden on innocent people to prove that it isn't them, but I guess that it is effective enough that the practice persists.
