Its 100% up to the DOJ if the report is released to Congress or not. Congress has no power over the DOJ when it comes to specific investigations.
It's why Trump kept firing everyone in charge of the DOJ until he got a loyalist in charge. The power that Congress has is confirming the President's picks which Republicans simple handed to the WH..
This is why Republicans in Congress are just as guilty of obstruction of justice and treason as Trump because they enabled him to commit these crimes by not holding his power in check..
You can 100% be assured if Barr will not release the report then he's doing so to cover up crimes by Trump/Republicans and if that happens every American has to be willing to go to the streets and force the release..
