So this tells us a cover-up is underway.

If Barr was being transparent that report would be in the hands of Congress already.
Congress doesn't have direct power over the DOJ as in saying give me the report or else... However the Congressional committee looking into Trump/Russia gate can subpoena the report but that will drag on some time if they go that route..
