Barr's 4 page summary Mueller report states Trump is "not exonerated". Not innocent!

"While this report does not conclude that the president committed a crime, it also does not exonerate him" on whether he obstructed justice, Mueller said in the report, according to Barr's summary.

"The conclusions will be transmitted by the Attorney General and are expected to be made public a short time after."

"Providing Mueller's "principal conclusions," as Barr has referred to them"

Why doesn't Mueller tell us his principle conclusions?

Why does Barr feel the need to interpret Mueller's principal conclusions as a middle man?
