The report " does not conclude that the President committed a crime, it also does not exonerate him," Barr quotes Mueller as writing.
But Barr said he and Deputy Attorney General Rod Rosenstein determined the available evidence was insufficient to establish Mr. Trump had obstructed justice.

No one seems to know what the report says. All we have is what the AG sent Congress which says "does not exonerate him".
I don't believe Mueller's task was to say if Trump committed a crime or not. Meller's job was to investigate, not decide innocence or guilt. For example, the police (and the FBI) investigate a crime and then turn the information over to the district attorney (or Attorney General) to decide if there is enough proof to file charges. Other people, such as Manafort, did in fact have indictments. However, this was part of the investigation and was used as a tool to get him (and others) to give truthful testimony. Also, Mueller did not indict them, but instead grand juries.
The investigation and Mueller's report is not to say "Trump did X and is guilty" but instead outlines what actually happened. It's up to the (Trump appointed) AG to decide if a crime was actually committed.
This is gonna be fun. This is easily drag out into the 2020 election.
