Number 1 is not really true. What's true is that Mueller couldn't find the direct evidence. But if we were to rate the collusion on a scale of 1 to 10 it would probably be a 7 or 8. Mueller had a threshold of 10.
They conspired together. There's so many dots out in the public which are easy to connect...those connections just won't hold up legally.
