well after needing military escort to school and decades of white racism that followed, they needed time to recover from white oppression that had robbed them of centuries of wealth accumulation, culture, education and parenting skills...the white system preyed on the weak and exploited them by finding any reason to put them in jail and make them work for pennies again...they are regularly used as alarming keywords to win the racist and dumbass vote and the politicians do not even hide it...
