In his report on pages 2 & 3 Mueller hands this off to congress when he states that he cannot indict a sitting president. And then on page 3 he says because he cannot indict a sitting president saying that Trump is guilty he is unfair because he cannot be tried and he cannot defend himself because it will never go to court.

That's saying that Congress has to impeach him because the court cannot indict a sitting president.

Barr was lying when he said there's no evidence of collusion and instruction.

Mueller specifically states in the report on pages 2 & 3 that there is a lot of evidence but he cannot indict a sitting president.
