Pg 182 Conclusion:

"Because we determined not to make a traditional prosecutorial judgments, we did not draw ultimate conclusions about the President’s conduct. The evidence we obtained about the President’s actions and intent presents difficult issues that would need to be resolved if we we’re making a traditional prosecutorial judgement. At the same time, if we had confidence after a thorough investigation of the facts that the President clearly did not commit obstruction of justice, we would so state. Based on the facts and the applicable legal standards, we are unable to reach that judgement. Accordingly, while this report does not conclude that the President committed a crime it also does not exonerate him. "

This is why Barr is trying to keep the unredacted report from Congress and Americans. Muller intended for Congress to look at the information and make a judgment on impeachment.

Once Trump was no longer President they can then indict him.. That's what he is saying by saying "presents difficult issues that would need to be resolved"..

He is saying Trump has to no longer be a sitting president to be indicted

Muller is clearly saying Trump obstructed justice but he cant indict a sitting president.

Barr has lied to the American people. He is attempting to obstruct justice by not giving Congress the ability to decide if impeachment is necessary. This is why he's trying to keep the unredacted report from Congress he doesn't want this going to impeachment

Barr is corrupt and must be removed from office
