Once Trump was no longer President they can then indict him.. That's what he is saying by saying "presents difficult issues that would need to be resolved"..

Trump is guilty but can't be indicted yet because DOJ won't indict a sitting president. We also have a policy in America of not going after officials after they leave office. If we impeach it will take more than 2 years and the corrupt Republican Senate will not vote to impeach Trump, no matter how guilty he is. So Trump gets off scott free, with this investigation at least. There are 17 other ones he has to deal with as well but I'm not sure if any of those are criminal I think they're all civil investigations
