I grew up in the sticks. Starting age 8 I've had to kill injured pets, injured strays, wild newborn bunnies abandoned by their mother, etc. It's called being responsible and putting the animal out of it's misery as quickly and painlessly as possible, and it's free.
Putting 7 puppies in a plastic bag in a dumpster on a 90 degree day to die a slow painful death is animal cruelty plain and simple and she brought those puppies into the world. She is responsible for their existence.
People who think it's okay to treat living creatures like that are often people who physically abuse or neglect children, they need to be taught a lesson as soon as possible that what they're doing is not okay in society. Then again she's 54 years old she's likely a lost cause but she still needs to be punished for her felony crimes. You know for a fact she's done this before many times.
