They did not care about ISIS. Why bomb folks that have lived there all of their lives ? They had nothing to do with ISIS.
Why would they go back. Russia still controls those skies in the west and that is where most of them fled from. There is no city to go back to. All ruble. Certainly not fighting ISIS.
