Generally speaking Feds pull rank over State matters. But not a state courthouse - Meaning, if a state judge says "X" federal agents have zero authority over that judge.
In this case, ICE showed up to arrest an illegal immigrant. However, that illegal immigrant was in court for a deportation hearing. ICE showed up to arrest someone when they did not know his (or her) status. The judge could have decided that person was here legally, or that they were now legally a US citizen.
This is what it has come to under Trump - our government is openly at war with itself.
