It wasn't technically a surplus because the deficit wasnt paid off but it's not a out of place term. If you consider less was being borrowed from the year before then that is what I mean by surplus..
The simple fact is if Bush had stuck to Clinton's plan we would not have a deficit right now or at worst it would be minimal.
Meaning for all intents and purposes the deficit we have now is because of Bush. Being he choose not to continue paying it down but instead to give tax cuts that fucked the economy and once again doubled the deficit.
Obama was left holding the bag of what Bush fucked up. He did as good as anyone could have considering..
Now we have Trump who was handed a growing economy something that wasnt handed to Obama and then he trashes it..
Trying to say they are all the same is a load of bullshit and you guys know it. It's a cop out because you dont want to face the facts.
